<p>A neuropsychologist is a licensed psychologist specializing in the area of brain-behavior relationships. Although a neuropsychologist has a doctoral degree in psychology, he or she does not just focus on emotional or psychological problems, but also on brain anatomy, brain function, and brain injury or disease. The neuropsychologist also has specialized training in administering and interpreting the specific kinds of tests included in the neuropsychological evaluation. The neuropsychological evaluation involves testing that is sensitive to problems in brain functioning. Unlike CT or MRI scans, which show what the structure of the brain looks like, neuropsychological testing examines how well the brain is working when it performs certain functions.</p>

<p>While visiting family in the western part of Indiana, I noticed a WW2 era Russian YAK-9 fighter aircraft fly overhead. I then drove to the nearest airport to see if it had perhaps landed there; it had! Here&#8217;s a short video of the taxi onto the runway for take-off. NOTE: Although the propeller appears to stop and reverse direction, it&#8217;s a video illusion due to the rotational speed of the prop versus the frame rate of the video camera. My next video will be a short clip of the YAK-9 take-off. The pilot&#8217;s next stop will be Nashville, TN before returning home to Georgia. — Indiana Traveller Aircraft &#8211; YAK-9 (Russian) For the most part, American aerospace testing was done on American aircraft. However, beginning with WWI, whenever the United States obtained examples of foreign aircraft &#8211; either from friendly countries through cooperative arrangements or from enemies via capture or defection- they were likely to wind up at McCook Field or Wright Field for a thorough evaluation which included flight testing if possible. &#8220;During WWII evaluations at Wright Field included allied aircraft like the Russian Yak-9 and the British Spitfire and Mosquito, and enemy aircraft including the German JU-88, ME-109, FW-190, ME-262, and the Japanese Zero. The end of the war brought large numbers of captured aircraft for evaluation. As with other test flight activities, much of the foreign aircraft evaluation moved to Muroc Air Base (later Edwards AFB) after the war, but even then the occasional <b>&#8230;</b><br />

But at least five percent of their teachers did not return with them. In July, the District of Columbia public schools told two hundred six teachers that they were not good enough to stay. The school system in the nation&#8217;s capital dismissed seventy-five teachers in twenty-ten. It was the first year of a new teacher rating system. Experts say such large numbers of dismissals are rare in American schools. But in Washington the rating system is not governed by the labor contract with the teachers union. So school officials have more freedom. The system is called IMPACT. Teachers are observed in the classroom five times a year for at least thirty minutes each time. They are also judged by student test scores. Administrators rated sixty-five of the two hundred six teachers as &#8220;ineffective.&#8221; The others lost their jobs because they were rated &#8220;minimally effective&#8221; for a second year.Emily Cohen at the National Council on Teacher Quality, a private research group, praises the IMPACT system. &#8220;This is an evaluation instrument that is finally able to capture who is highly effective and who is ineffective and who could be doing better and could use some assistance. <p>While visiting family in the western part of Indiana, I noticed a WW2 era Russian YAK-9 fighter aircraft fly overhead. I then drove to the nearest airport to see if it had perhaps landed there; it had! Here&#8217;s a short video of the take-off. The pilot took off to the north and turned for a fast flyover before heading south. The pilot&#8217;s next stop will be Nashville, TN before returning home to Georgia. NOTE: Although I refer to the aircraft as a &#8216;YAZ-9&#8242; in the audio, I meant to say &#8216;YAK-9&#8242;. ..verbal typo. — Indiana Traveller Aircraft &#8211; YAK-9 (Russian) For the most part, American aerospace testing was done on American aircraft. However, beginning with WWI, whenever the United States obtained examples of foreign aircraft &#8211; either from friendly countries through cooperative arrangements or from enemies via capture or defection- they were likely to wind up at McCook Field or Wright Field for a thorough evaluation which included flight testing if possible. &#8220;During WWII evaluations at Wright Field included allied aircraft like the Russian Yak-9 and the British Spitfire and Mosquito, and enemy aircraft including the German JU-88, ME-109, FW-190, ME-262, and the Japanese Zero. The end of the war brought large numbers of captured aircraft for evaluation. As with other test flight activities, much of the foreign aircraft evaluation moved to Muroc Air Base (later Edwards AFB) after the war, but even then the occasional foreign aircraft came to the Miami Valley for testing, as a MiG-15 <b>&#8230;</b></p>

<p>The bid examination and determination of responsiveness is being done in order to find the eligibility of the bidders and the responsiveness of the bids received</p>
<p>Eligibility of the bidders</p>
<p>First of all in the bids should be examine in order to ascertain the bidder are comply with the requirements of the bid conditions, therefore in this process its find out the eligibility of the bidder to go ahead with the project,  here following factors are being considered</p>

<p>The purpose of bid detailed evaluation is to determine the lowest evaluated bid from the substantially responsive bids received, the lowest evaluated may necessarily not be the lowest quoted bid. In order to determine the lowest evaluated bid accurately and efficiently a systematic procedure can be arrange as follow</p>
<p>Check of arithmetic errors correct if any and confirm with bidder</p>

<p><strong>Arithmetic errors</strong></p>
<p>1.    Where  there is a discrepancy between the amounts in figures and in words the amount in words is govern and</p>
<p>2.    Where there is a discrepancy between the unit rate and the line item total resulting from multiplying the unit rate by the quantity</p>

<p>ii.    Unless there is an obviously gross misplacement of the decimal point of the unit rate in such case the line total as quoted will govern and the unit rate will be corrected</p>

<p><strong>Technical errors</strong></p>
<p>There may be items billed in m2 but priced in linear meter rates or vice versa, an oblivious misunderstanding of a description may be noted, so a technical check should be made to correct those errors</p>
<p><strong>Unrealistic errors </strong></p>
<p>If unrealistic law or high rates quoted by a tenderer is found for critical or very important items he should be requested to prove the satisfaction of the consultant how he could perform the particular items within that rate</p>
<p>If the clarifications given are unacceptable and tenderer would fail in performing on those rates the bid may be rejected</p>

<p><strong>Unbalanced Bids </strong></p>
<p>Unit rate for those work elements to be performed early during contract performance can be priced relatively high, thus requiring higher payments to the contractor in the early phase of the contract period than  justified by the value of the work performed</p>
<p>Bidders who have reasons to believe the quantities given in the bid documents for one or more work items are underestimated will quote unduly high price for these items since payments in unit price contracts are based on actual quantities of work performed they would attempted to obtain higher payments than justified by the value of work performed</p>

<p><strong>Negotiations with tenders </strong></p>
<p>While evaluating a tender if there is a need for negotiation with the bidder on issues which can improve with negotiation it should be proceeded as an example if there is a huge quantity error through negotiation it can be changed</p>

<p>Before accepting a tender a QS has to examine</p>
<p>1.    Mathematical check</p>
<p>2.    Technical check/pricing error or patent errors</p>
<p>3.    Ensure that the tenders has not made such a serious mistake that he would prefer to withdraw the tender as he may at any time before acceptance</p>

<p>An adequate educational evaluation enhances instruction. Just as evaluation impacts student learning and motivation, it also influences the nature of instruction in the classroom. There has been considerable recent literature that has promoted evaluation as something that is integrated with instruction. According to this view, when evaluation is integrated with instruction it informs teachers about what activities and assignments will be most useful, what level of teaching is most appropriate, and how summative evaluations provide diagnostic information. For instance, during instruction activities informal, formative evaluation helps teachers know when to move on, when to ask more questions, when to give more examples, and what responses to student questions are most appropriate. Standardized test scores, when used appropriately, help teachers understand student strengths and weaknesses to target further instruction.</p>
<p>&#13;</p>
<p>Good assessment is valid and considers validity as a concept that needs to be fully understood. Like reliability, there are technical terms and issues associated with validity that are essential in helping teachers and administrators make reasonable and appropriate inferences from evaluation results (e.g., types of validity evidence, validity generalization, construct underrepresentation, construct-irrelevant variance, and discriminant and convergent evidence). Both intended and unintended consequences of evaluation need to be examined with appropriate evidence that supports particular arguments or points of view. Of equal importance is getting teachers and administrators to understand their role in gathering and interpreting validity evidence.       </p>

<p>Good evaluation is fair and ethical and there are four views of fairness: as absence of bias (e.g., offensiveness and unfair penalization), as equitable treatment, as equality in outcomes, and as opportunity to learn. It includes entire chapters on the rights and responsibilities of test takers, testing individuals of diverse linguistic backgrounds, and testing individuals with disabilities or special needs. </p>
<p>&#13;</p>
<p>According to his text, there are also three additional areas characterized as also important:</p>
<p>&#13;</p>
<p>- Student knowledge of learning targets and the nature of the evaluations prior to instruction (e.g., knowing what will be tested, how it will be graded, scoring criteria, anchors, exemplars, and examples of performance). <br />&#13;</p>
<p>- Student prerequisite knowledge and skills, including test-taking skills. <br />&#13;</p>
<p>- Avoiding stereotypes.</p>
<p>&#13;</p>
<p>Evaluation that is fair, leading to valid inferences with a minimum of error, is a series of measures that show student understanding through multiple methods. A complete picture of what students understand and can do is put together in pieces comprised by different approaches to evaluation. While testing experts and testing companies stress that important decisions should not be made on the basis of a single test score, some educators at the local level, and some (many?) politicians at the state at the national level, seem determined to violate this principle. There is a need to understand the entire range of evaluation techniques and methods, with the realization that each has limitations.</p>
<p>&#13;</p>
<p>Good evaluation is efficient and feasible. Teachers and school administrators have limited time and resources. Consideration must be given to the efficiency of different approaches to evaluation, balancing needs to implement methods required to provide a full understanding with the time needed to develop and implement the methods, and score results. Teacher skills and knowledge are important to consider, as well as the level of support and resources.</p>
<p>&#13;</p>
<p>We may consider a lot the importance in the fact of good evaluation appropriately incorporates technology. As technology advances and teachers become more proficient in the use of technology, there will be increased opportunities for teachers and administrators to use computer-based techniques (e.g., item banks, electronic grading, computer-adapted testing, computer-based simulations), Internet resources, and more complex, detailed ways of reporting results. There is to him, however, a danger that technology will contribute to the mindless use of new resources, such as using items on-line developed by some companies without adequate evidence of reliability, validity, and fairness, and crunching numbers with software programs without sufficient thought about weighting, error, and averaging.</p>
<p>&#13;</p>
<p>To summarize, what is most essential about evaluation is understanding how general, fundamental evaluation principles and ideas can be used to enhance student learning and teacher effectiveness. This will be achieved as teachers and administrators learn about conceptual and technical evaluation concepts, methods, and procedures, for both large-scale and classroom evaluations, and apply these fundamentals to instruction. </p>

MAJOR FINDINGS: Hillary Pilloried? &#8220;On-air evaluations of Hillary Clinton were nearly 3 to 2 negative (42% positive vs. 58% negative comments), while evaluations of her closest competitor Barack Obama was better than 3 to 2 positive (61% positive vs. 39% negative).&#8221; ~~~ AND~~~ from December 16, 2007 through January 27, 2008. MAJOR FINDINGS: Hillary Pilloried? &#8220;Since mid-December, when the presidential candidates turned their full attention to the Iowa caucuses, Sen. Barack Obama has led the race for good press and Sen. Hillary Clinton has lagged the farthest behind. Factors such as return on investment and the impact of income taxes need to be considered but are often ignored. This session will provide an overview of the financial concepts associated with life-cycle cost analysis; discuss key elements that should be included; and address alternative methods for determining internal rate of return. Examples will demonstrate how life-cycle cost analysis can be used as a sales tool; how to justify fleet purchasing decisions; and how to identify the value of a single investment. Additional topics include alternative purchase options; equipment upgrade opportunities; and lease vs. purchase evaluations. <p>From the 2005 CALI Conference for Law School Computing Audience: Faculty, IT Staff Technical Level: Low If you are interested in increasing class participation and/or interactive learning, come to hear our presentation about &#8220;clickers.&#8221; Using a <a href="http://www.classroomperformance.com" target=_self>classroom performance</a> system (a/k/aa &#8220;clicker&#8221;), we markedly increased the opportunity for classroom participation this past semester. We will share our experiences using the clickers &#8212; what we liked, what we would change, and what students liked and disliked about the clickers. The presentation will be by a faculty member who used the clickers in class and by the IT person who made the technology work. In this session you will also have the opportunity to try the &#8220;CPS&#8221; technology yourself. A system will be setup by eInstruction for this purpose and attendees will have &#8220;clickers&#8221; and will participate in a &#8220;live&#8221; demo of the technology.
